I use a 9’ long 1” wide nylon tubular webbing leash, but my dogs weigh a lot more. I make them myself.

The best type of harness is one that makes a T or Y shape on the chest so the the front movement of the shoulders is not restricted at all.
You don’t want any of the “no-pull” styles that have a strap horizontally across the scapula as their purpose is to restrict movement.
